HOUSTON, TX - Two migrants have been arrested and charged with capital murder in the death of 12-year-old Jocelyn Nungaray. Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, are accused of killing the young girl and dumping her body in a creek.

On Monday morning, the body of Nungaray was found floating in a creek near the intersection of Gulf Freeway and Fuqua Street. The Harris County Institute of Forensic Sciences confirmed her identity through dental records.
